16. Create a system for monitoring the quality of secondary education, in particular:

1) to develop and test the tools of monitoring research of the state of formation of reading and mathematical competencies of primary school graduates. (II quarter of 2018); 2) to conduct the first cycle of monitoring research of the state of formation of reading and mathematical competencies of primary school graduates. (II quarter of 2018); 3) start monitoring research on the quality of basic secondary education. (During 2020); 4) to conduct the second cycle of monitoring research of the state of formation of reading and mathematical competencies of primary school graduates. 19. To increase the social status of teachers, namely:

1) to form a policy and develop a mechanism for raising the social status of teachers on the basis of a system of voluntary certification. 22. Develop a national electronic platform "New Ukrainian School", in particular:

1) to develop and ensure the launch of an experimental version of the national electronic platform "New Ukrainian School". (III quarter of 2018); 2) to develop and place on the national electronic platform innovative educational materials for testing: for primary school during 2018-2022; for primary school during 2022-2027. (During 2018-2027); 3) to develop and implement distance learning courses for primary school teachers during the second quarter of 2018; for primary school during the III quarter of 2020. What conclusions should Ukraine draw from the results of the PISA survey, why is it "terrible" for us? External examination in mathematics, What the Ministry of Education and Science plans to do to improve the quality of teaching mathematics in schools, why optimize the school network – this, as well as some innovations that the Verkhovna Rada has made regarding higher education and will affect students and graduates next year told Minister of Education and Science Anna Novosad in an interview Ukrinform.

First of all, I would like to talk about the results of the PISA study, but rather about what we will do, knowing at what level our children know, in particular, mathematics. When the research was presented, it was emphasized that 36% of children do not know basic mathematics.

There is a phrase – PISA-shock, but I can not say that PISA was a shock for us, but rather it confirmed the validity of certain monitoring studies conducted in Ukraine on the state of our education, including primary education. Last year, the Ukrainian Center for Educational Quality Assessment (UCEQA) conducted a monitoring study, and many things are confirmed in the PISA results.

In general, we need to praise our students, because in fact the result they have shown is generally good. Of course, PISA is not about a place in the rankings (among other countries – ed.), But if you look at where we are compared to other countries, we can not talk about a catastrophe. But there are some big problems that PISA has highlighted, and we need to start working on them.

And first of all it is a very low level of competence in mathematics. Of the 36% who did not reach the basic level in mathematics, this is extremely high, especially given that the basic level is the ability to operate, or rather, perform basic arithmetic operations and impose them on problems that reflect real situations.

36% could not do it and this, again, confirms what the UTSOYAO has been talking about for a long time – that there are problems with mathematics and in fact the results of the 2018 EIT formed the basis of the decision of the MES board on mandatory EIT in mathematics, starting with 2021.

The decision to make the EIT in mathematics compulsory was made long before the PISA results, but it is now that parents have begun to fear that the EIT in mathematics will hinder humanities children from entering higher education.

Here it is important not to be afraid. When we reiterated that the EIT in mathematics would be mandatory, everyone for some reason discovered the news, even though it had been known for at least a year. I want to emphasize that there will be two levels: the basic level and the profile level.

The so-called "humanities" – those who have studied the humanities more or have a tendency to understand the humanities, will be able to pass the basic level, and it is quite simple.
